About Us

LVRLAC Tanzania

Our Story

The Lake Victoria Region Local Authorities Cooperation (LVRLAC) Is a growing network organization of 130 Local governments in the region of lake Vitoria from its humble beginning LVRLAC has been mobilizing local authorities, communities and other stakeholders to adopt sustainable resources use of approaches on the shared water body of Lake Victoria.

LVRLAC functions by its chapters in three East African Countries, Kenya, Tanzania and Uganda. Whereby in Tanzania it has members local government totaled 42 from Mwanza, Geita, Kagera, Mara, Simiyu and Shinyanga since 2000.

LVRLAC is anchored on the significant position held by its member local Government as the grassroots institutions closest to the community and numerous partnerships and networks existing at the local level.

Our Vision

A competent and influential networking organization of Local Authorities on the Lake Victoria region with capacity to facilitate its members on their quest to provide better living standards and services as well as opportunities for sustainable development.

Our Misison

LVRLAC recognizes Local Government as key players for managing the environmental economic and social challenges facing women, men, youth and children in the Lake Victoria basin. We believe that strengthening the cooperation and coordination between the Local governments in the Lake Victoria Basin will result in the sustainable and coordinated development of the Basin.

LVRLAC therefore:

  • Strengthen the capacity of Local government in the Lake Victoria Regions

  • Promote and explore co-operation with national governments, the donor community, the private sector and CBO/NGO; and serve as a mouthpiece for the interest of Local governments in the Lake Victoria Region.

Decision Making Structures

Decision making in LVRLAC is vested on elected committee structures, the highest one being the Executive Committee which reports directly to the General assembly of Members.

Five standing committees based strategic areas of LVRLAC’s interest coordinates the implementation of the strategic plan and process decisions on the key action areas prior to executive committee decisions.

At regional level the network function is coordinated through a Regional secretariat headed by Secretary General  in Entebbe, Uganda supported by country based sub-secretariats in Kampala (Uganda), Kisumu (Kenya) and Mwanza (Tanzania).

The regional and sub-secretariats host project team officials who anchor the network project activities and operate with full mandate at their National Level. A project steering Committee constituted by selected members of the Executive Committee makes key decisions on the projects.

Strategic position in Lake Victoria Region

It’s mandatory to justify the existence of LVRLAC through its strategic positioning in the Lake Victoria Region. Unlike other Local Government networks in the country, the position held by LVRLAC for more than 20 years has played a role of multi – tasked body that serves both the growth and efficiency of member Local government, the riparian communities and sustainability of Lake Victoria Resource.

Ambitious transfer of gains to the communities without forgetting member Local Government development as institution has call out for LVRLAC being at the center, coining co- existence of parties that think and act collectively.

LVRLAC relevance came about from the needs and challenges that needed to be addressed in the Lake Victoria region. Lake Victoria Region is basically characterized  by the existence of a water body of Lake Victoria, the second largest water body in the World which is managed by three countries in East Africa, namely Kenya, Tanzania and Uganda. These three countries of East Africa share 99% of social and economic experiences and challenges.

From the core shared water body by East African countries of Kenya, Tanzania and Uganda, which related in most historical backgrounds, experiences and challenges, LVRLAC was birthed purposed to bring cooperation amongst Local Governments in the Lake Victoria region in order to address issues pertaining to conservation of the Large water body of Lake Victoria, her resources, wetlands, rivers flowing in and out of the Lake, her environment and mitigations of climate change, water and sanitation, health agendas and livelihood betterment.

BROADENING SOLUTIONS FOR COMMUNITY’S CHALLENGE

 It was realized that communities in the Lake Victoria Basin of East Africa have fast growing population of about 3% to 4% per annum which have led to increasing stress on the resource quality and functioning. It was realized that economic challenges, poverty, quality of life, diseases, lack of education, improper settlements and lack of education have contributed to inappropriate utilization of Lake Victoria Resources but also fueled its environmental degradation. These problems and challenges needs to be observed, addressed and tackled through innovative and relevant measures.

Our strategic position in the region also involve showcasing potential opportunities that call in for investments, partnership, innovation, and productivity that would benefit parties involved, mostly leaving mega contribution towards Lake Victoria Region growth and development.

We engage collaborative efforts of member local authorities, partners and community towards addressing various challenges facing the region, yet not neglecting promotion of strengths, capacities and potentials available.
